Color Cartridges were removed in Version 1.0[1]
Usage
Color Cartridges were used to apply patterns on foundations in the Customizer.
Fuel
Color Cartridges could also be used as a fuel for vehicles. At 900 MJ, they had the 3rd highest energy from non-radioactive fuel items in the game after 
Batteries (6000 MJ) and 
Packaged Turbofuel (2000 MJ).
They could not be used as a fuel for Biomass Burner.
